Notes
Changes are purely quantitative so that they're easier to implement. Intent here was to adjust the value - not to redesign the game. I think Adder should have a daily ability and Flak/Jugger should have additional abilities to differentiate them from Nell, but I'll abstain from that for now.

First thing that really jumps out is that you propose to make Sonja even more powerful. She's already good with the terrain star reduction, her 5% bad luck is just a slap on the wrist compared to that. Removing her empowered counter was the only shred at balance she got. She's also got a underpriced SCOP too.

What's your overarching insight regarding rebalancing? Only theme I can spot is that you want to buff tech units.
As for CO balance, it's generally a huge mess with little coherence other then being lazy with the 20% attack specialist boost, and the structural balance problems of the mechanics don't help either.
