I return for balance issues regarding the COs of Delta Land.
Adder, Hawke and Koal return changed too.

Shin (xxxXX)
Abilities: 120% offense in woods and reefs, piercing vision.
COP: True Sight: +20% offense in woods and reefs, movement and vision +1.
SCOP: Eye of Truth: +40% offense in woods and reefs, movement and vision +2.

Saier (xxXXX)
Abilities: 120% indirect defense.
COP: De-ambush: +20% indirect defense, +5% offense per terrain star, +1 vision.
SCOP: Breakfree: +80% indirect defense, +10% offense per terrain star, +2 vision.

King (xxxXXX)
Abilities: +5% offense per terrain star.
COP: Takedown: Perfect movement, +5% offense per terrain star.
SCOP: Ground Pound: Perfect movement, +10% offense per terrain star. Vehicles have +2 movement.

Enrick (xxxXXXXX)
Abilities: 90% prices.
COP: Coins of War: Prices -20%.
SCOP: Billion Bullet: Prices -20%. Units produced this day can move again. Gains his daily income again.

Dana (xxXXX)
Abilities: Nope.
COP: Hailstones: 1 mass damage.
SCOP: Hail of Hatred: 2 mass damage.

Michel (xxxXXX)
Abilities: 100/110, 110% offense on cities.
COP: Iron Fist: Defense +20%, offense on cities +20%.
SCOP: Mash Bash: Defense +20%, offense on cities +20%. Gains 1% offense for each unit on the battlefield, allied or enemy.

Jill (xxXXX)
Abilities: Reduces enemy cover by 1.
COP: Silent Sting: Reduces enemy cover by 2 more.
SCOP: Lamia Venom: Reduces enemy cover to 0. +1 movement.

Adder (xxXXX)
Abilities: No.
COP: Sideslip: Movement +1, defense +10%.
SCOP: Sidewinder: Movement +2, defense +25%.

Hawke (xxxxXXXX)
Abilities: 110% offense.
COP: Black Wave: 1 mass damage, 1HP healing.
SCOP: Black Storm: 2 mass damage, 2HP healing.

Luna (xxxXXX)
Abilities: Unaffected by snow. 110% offense.
COP: Icy Bells: 1 day snow, +20% offense.
SCOP: Cold Blood: 1 day snow, +30% offense, +1 movement.

Shung (xxxxXXXXX)
Abilities: His properties repair 1 more HP. Unaffected by all weather effects. Air units use 2 less fuel each day.
COP: Reconquest: 3HP healing, +10% offense.
SCOP: Honorable Rage: Total healing, +20% offense, 2 mass damage to enemy units on properties.

Kijin II (xxXXX)
Abilities: Unaffected by weather effects. Repairs units for free.
COP: Eye of Relief: 2HP healing.
SCOP: Surge of Deliverance: 2HP healing, 1 mass damage. Offense +10%.

Hideaki (xxxXXX)
Abilities: 130% defense against counters.
COP: Sunny Day: Dispells weather and resupplies his units. Offense and defense +10%. Defense against counters +30%.
SCOP: Bright Light: Dispells weather and resupplies his units. Offense and defense +20%. Defense against counters +60%.

Miero (xxXXX)
Abilities: 90/100, 15% luck bonus.
COP: Prayer: 1HP healing, 10% luck bonus. Uses only 1 star.
SCOP: Omen: 2HP healing, 10% luck bonus, +1 movement. Uses only 3 stars.

Nibai (xxXXX)
Abilities: Unaffected by rain. Com towers offense bonus: 15%.
COP: Ninjutsu: 1 day rain, +10% offense, com tower offense bonus +5%.
SCOP: Stealth Attack: 1 day rain, +20% offense, com tower offense bonus +10%. Movement +1.

Akuma (xxXXX)
Abilities: Perfect movement.
COP: Crimson Sky: First strike counters. +20% indirect defense.
SCOP: Inferno: First strike counters. +20% indirect defense. +1 movement, +20% offense.

Kuroshi (xxxXX)
Abilities: Enemy charges power at 80% speed.
COP: Black Slash: Uses 1 star in the enemy's gauge. +1 movement.
SCOP: Death God Sword: Uses 2 stars in the enemy's gauge. +2 movement.

Kijin (xxXXX)
Abilities: Forest movement penalties are reduced by 1. Forest offense +10%.
COP: Spirit Sight: Forest offense +10%. Indirect defense +20%.
SCOP: Eye of Doom: Forest offense +20%. Indirect defense +40%. Movement +1.

Marc (xxxXXXX)
Abilities: Forest movement penalties ignored. Forest offense +10%.
COP: Wilderness: Cover of forests +1. Forest offense +10%. +5% offense per terrain star.
SCOP: Earthbound Blast: Cover of forests +2. Forest offense +20%. +10% offense per terrain star. Vehicles have +1 movement and indirects standing on forests have +1 range.

Koal (xxxXX)
Abilities: Road offense +20%.
COP: Forced March: +1 movement, +20% road offense.
SCOP: Trail of Woe: +2 movement, +20% road offense.

Ivan (xxxXXXX)
Abilities: 90% offense, 120% defense.
COP: Staunch Defense: +20% defense.
SCOP: Hard Resolve: +40% defense. Units cannot be destroyed (they are left with 1/10 HP instead).

Karano (xxxXX)
Abilities: 110% offense, 90% defense.
COP: Torn World: Enemy movement -1. Inflicts 1 HP in a silo zone (inflicts the most damage in star amount possible).
SCOP: Absolute Void: Enemy movement -1. Inflicts 3 HP in a silo zone (inflicts the most damage in star amount possible).

Raphael (xxxXXX)
Abilities: Unaffected by sandstorms, 110/110 in sandstorms.
COP: Desert Gust: 1 day sandstorm, +10% offense and defense.
SCOP: Dry Storm: 1 day sandstorm, +10% offense and defense. Enemy movement -1.

Catty (xxxXX)
Abilities: Offense of air and sea units: 110%. Air units use 2 less fuel each day. Hidden units (dived subs and invisible stealth fighters) use 1 less fuel each day and have 120% offense.
COP: Switch Offense: Air and sea units offense and defense +20%. Hidden units gain 10% more offense. Subs and stealths become hidden without moving.
SCOP: Sudden Blast: Air and sea units offense and defense +20%. Air and sea units offense and defense +30%. Subs and stealths become hidden without moving.

Jim (xxxXXX)
Abilities: 90% prices, 95% offense and defense.
COP: Flood: +5% offense and defense. 5% of the damage he inflicts are added to his funds. +1% offense for each of his units.
SCOP: Human Tide: +5% offense and defense. 5% of the damage he inflicts are added to his funds. +3% offense for each of his units.

Kane (xxxxxXXXX)
Abilities: 110% offense.
COP: Hellfire: 1 mass damage, inflicts 1 damage in a silo zone (targets by damage cost).
SCOP: Hell Blaze: 2 mass damage, inflicts 3 damage in a silo zone (targets by damage cost).

Yezaiel (xxxXXXXXXX)
Abilities: 110% defense.
COP: Soul Eater: All units have +10% defense. Heals 3HP to units of his in a silo zone (targets by repair cost). Healed units have +20% defense.
SCOP: God Scourge: All units have +30% defense. Heals all HP to units of his in a silo zone (targets by repair cost). Healed units are resupplied and have +70% defense.

Anyway, it's time to go and ask people to claim and go lynch those who don't with my high-skill OP role.
