I had free time, so here's a pretty classic one

Name: dunno just name him blanka because its basically blanka

-Description -In Game Biography: Eva somewhere, somehow found that dude, and made him a CO in Green Earth believing in his potential, he helped her assert her position as new leader of Green Earth. Eva keeps him in chains, feeding him with the corpses of their ennemies.
-Personality: just always angry. yelling stuff

Day to Day : He's the kind who goes all out, all tanks (tanks, AA tanks, Md Tanks, Neo Tanks, Mega Tanks) get +1 movement, All his indirect units get -1 movement.
He's also so unpredictable, his attacks may deal less damage than expected (-10%) or a lot more (+20%).

STAR METER : xxxXXXXXX

CO Power (Image) : Opening
Tanks have a +30% offense bonus, can pass through enemies units and all terrain costs become 1 for them.

Super CO Power (Image) : Ending
Create 9HP tanks on all cities, ready to move. They must move this turn and attack if able.

Okay, that aside, you've done quite unnatural things for the guy...

Day-to-day: Overpowered. +1 movement day-to-day for anything is kinda OP by default already, but tanks with 120% attack on top of that? Please, you're better at tanks that the tank specialists (Jess, Max). Conversely, indirects with -1 movement is crippling. This is way too extreme in my opinion, pushing the overpowered limit just like AW1 Max and his 150% directs day-to-day as you're not gonna use these horridly slow indirects. Add Flak dispersion (I don't know if it's added to the default [-0 ~ +10] dispersion or not but if it is he's flat-out better than him and Jugger) and we're in for an unbalancedly clustered CO who just takes everything from a bunch of people, and adds day-to-day movement for good measure.

COP: If the bonuses stack, this makes (with the defaults), 170/110 tanks with +2 movement and perfect movement that can pass through units. This is SCOP-tier power, and consider that while Max and Jess have more generalized COPs, they just give 30% offense to tanks. No movement for Max these days, no perfect movement, no gimmicks. That's too strong for a simple COP.

SCOP: I didn't know a jungle guy could spawn tanks on cities... Lore aside, spawning infantry is already broke enough, spawning tanks (with 9 HP too), might just be too much, considering that this SCOP self-feeds the moment you have 9 cities and these 9 tanks can easily help you conquer more cities to help palliate the increasing cost of COPs, and you get my point. Sensei spawning infantry and mechs is considered one of the most broken COs ever. This guy spawning tanks for 1.5x more cost than Sensei's mechs... that reeks of broke.

If you were reaching for an OP CO, well you have it. If you were looking for balance, I suggest you cut out a few things (*coughdaytodaymovement*) and focus only on what you really want this guy to be.

thing is, jess and max have bonuses not just for tanks, jess have all grounded units bar infantry and max all direct units. His tanks are better becuse he only have that, tanks.

Comparing to Flakk and Jugger is just a bad idea , they are just bottom tier anyway, their D2D isn't an advantage. And I meant -10 to +20 base luck included.
+1 d2d movement is frigging cool hahaha I'm sure it's balanceable. -1 movement to artillery isnt as crippling as -1 range imo. I'm gonna remove attack from d2d i guess and balance a bit the CO.
The SCOP yea dunno about that, usually with Sensei you just spam the CO because infantry are so good and proportionally fill the star meter better, you just wanna increase your units count. Also you have to immediately attack with the tanks so no money maker and lessen the refill star meter.

It's not that I wanna sound like a smartass, but tanks are a very broad range of units, and you're gonna use a bunch of them through a game. Not as much as infantry or mechs, but considering they far overpower them, this kinda makes due. Just helping tanks is no excuse to make them so grossly overpowered. 120/100, +1 movement, and on top of that the likelihood of even more damage is stupid-strong. On top of that, you are obsoleting Max's tanks, which is something you should NOT aim for. Even with the 120 attack taken off, it's strong as hell.

Luck COs might be bottom tier, but considering where you go, the possibility that you get lucky and do near-instablow amounts of damage while the bad luck is a bit of "just a lil' setback" is enough to be considered.

+1 movement day-to-day is completely broken on just about anything but indirects, and even on them it's strong. Just ask anyone other than us both who has a clue about balance, and they'll likely agree. Balancing a +1 movement on tanks guarantees you always get first strike in stalemates.

Actually, the meter charging is done upon the units taking damage, not grouping units. In practice, you'll be getting 0.9 star per city if all your tanks are destroyed. 10 cities = free SCOP and that's not mentioning the shiz you're doing with them before they get destroyed (namely, the attacks with +1 movement). Having to attack is barely even a malus, and on top of that you need to have a unit within firing range, so it's easy to maneuver around this slight setback.
